PATRICIA KEEHLEY

Patricia Keehley is President of the iKon Group, inc. a Breckenridge, Colorado based consulting firm. Dr. Keehley provides training and consulting services to governments throughout the United States and internationally, including the United Nations in Geneva, Switzerland, University of Delhi, India, Peru, Guam, American Samoa, and other governments in Micronesia. Federal state and local government clients include the Federal Deposit Insurance Corporation, U.S. Foreign Agriculture Service, Salt Lake City, Utah, Reno, Nevada, Washington State Audit Office, Colorado Division of Wildlife, Colorado Department of Agriculture, and the Summit Recycling Project. Dr. Keehley has facilitated numerous strategic planning sessions for elected, appointed and career officials. Additionally, she consulted with the above governments as they implemented organizational performance measures and performance budgeting, identified operational improvements and cost savings, and strengthened audit procedures.

Dr. Keehley has a Doctor of Public Administration from the University of Georgia and a Master of Public Administration from the University of South Florida. As an instructor for the Pacific Islands Training Initiative (PITI), Dr. Keehley has delivered numerous auditing, strategic planning, and performance measurement training courses for the Pacific Islands Governments since 1997. In addition, Dr. Keehley has served as a Financial Management Improvement Project (FMIP) Team Member for all six FMIP projects in the Pacific.


MICHAEL A. CRAWFORD

Michael A. (Mike) Crawford is Chairman of Crawford & Associates, P.C. Crawford & Associates is a 16-person CPA firm headquartered in Oklahoma City, Oklahoma. The firm specializes in providing auditing, consulting and accounting services solely to governmental entities. Crawford & Associates has performed over 700 financial statement audits and financial related audits, along with a variety of other services including GASB 34 implementation plans, fraud investigations, internal control analysis, accounting policy and procedure development, contract internal auditing, quality assurance reviews, training, and expert witness testimony in litigation and labor arbitration matters.

Mr. Crawford received a BS in accounting from East Central University in Ada, Oklahoma in 1977, served as Director of Finance for the City of Edmond, Oklahoma, and also worked with governmental entities as an auditor and consultant with the international accounting firm KPMG Peat Marwick before establishing a firm dedicated solely to providing auditing, consulting and accounting services to governmental entities in 1984.

Mr. Crawford is recognized both nationally and internationally as a frequent lecturer at many national and state governmental conferences. In addition, Mr. Crawford has conducted over 500 CPE courses for the AICPA and other groups on a national and international level, in over 35 states and 5 countries since 1984. Mr. Crawford recently authored the AICPA resource guide entitled Using Competition for Performance Improvement, the first publication in a series designed to improve the performance of governments and not-for-profit organizations. In January of 2002, Mike was one of the final four candidates considered for a position on the Governmental Accounting Standards Board (GASB).


JAMES A. BRUCIA

Jim Brucia is a consultant in government financial management and governmental auditing. He has 30 years of government management and auditing experience. He was with the US General Accounting Office for 21 years, the Department of Energy for 5 years, and the Department of Transportation for 4 years. He has held numerous management audit related positions as well as the Director of Personnel, Industrial Relations and Management Review with the Department of Energy. Mr. Brucia was also the Director of Corporate Administration for the Clorox Company, in Oakland, California, before retiring as the Regional Inspector General for Audits, US Department of Transportation, in 1995.

Jim has a Bachelor of Science degree in Accounting from California State University at Fresno, and is also an attorney and member of the California State Bar. He has been a member of the Pacific Islands Training Initiative's Financial Management Improvement Program team working with Pacific Island Governments and has taught numerous auditing, financial management, procurement, and management and leadership courses for the Graduate School, USDA.


FRANK W. CRAWFORD

Frank Crawford is President of Crawford & Associates, P.C., Certified Public Accountants. Crawford & Associates is a 16-person firm with its lead office located in Oklahoma City, Oklahoma. The firm specializes in providing auditing, consulting and accounting services solely to state and local governmental entities. Crawford & Associates has performed over 700 financial statement audits and financial related audits, along with a variety of other services including GASB 34 implementation plans, fraud investigations, internal control analysis, accounting policy and procedure development, contract internal auditing, quality assurance reviews, training, fixed asset record development and expert witness testimony in litigation and labor arbitration matters.

Mr. Crawford is currently the Chair of the Oklahoma Society of CPAs Government Accounting and Auditing Committee and has also been involved in a number of AICPA committees and task forces as they relate to governmental accounting and auditing, including the former AICPA Governmental Accounting and Auditing Committee, the current AICPA Government and Not-For-Profit Expert Panel and AICPA Audit Guide Revision Task Force.

Mr. Crawford is also currently the Chair of the AICPA's GASB Liaison Task Force, an appointed group of seven individuals designated by the AICPA to interact with the Board during the accounting standard-setting process.

Mr. Crawford was also a member o the GASB's advisory group for the first Implementation Guide of Statement 34, and has already assisted and audited several local governments that implemented Statement 34 as far back as June 30, 1999. In addition, Mr. Crawford, at the request of the Graduate School, USDA's Pacific Islands Training Initiative, recently developed GASB 34 implementation plans for many of the U.S. territories, commonwealths, and Freely Associated States including Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Republic of the Marshall Islands, and the Federated States of Micronesia.

Mr. Crawford is a frequent lecturer, trainer and discussion leader for numerous groups, firms, and State Societies, and has appeared in several AICPA continuing professional education videos and live satellite broadcasts related to governmental accounting and auditing.

Commonly known as Frankie to clients, friends and family, Mr. Crawford has two children, 11 year-old daughter Madison and 6 year-old son Blake, and also has the good fortune to be married to Cindy Crawford.
